A ration card is a small document that connects a household to the public distribution system. It records who may buy subsidised food and how much. The card makes entitlement visible, but it cannot show whether the food is adequate, whether the queue is dignified, or whether a family was excluded by a category. Kerala’s e-ration card model shows how a paper entitlement becomes a digital one. Ask whether people can contest the rules of public food provision.
